Restructuring local government is central to Gov. Andrew Cuomo's strategy to cut the tax burden. But results of a recent survey suggest that change will be slow without further state action.
The Dyson Foundation/Marist Poll last month released the first statewide survey of state residents' opinions on local government consolidation (http:// www.nylocalgov.org). It suggested that: Support for restructuring is hardly universal, despite the bewildering complexity of local government in New York.
